What is it?
An assessment of an organization’s maturity level (ranging from ‘Ad Hoc’ through to ‘Optimized’) against the Managing Benefits™ (2nd ed. 2014, APMG International/TSO) standard, encompassing evidence of:
- Implementation of defined best practices, tools and techniques;
- Consistent operation of these practices, tools and techniques; and
- Impact of the above in terms of achieving improved returns on investment (RoI).
The Maturity & Benchmarking Assessment is undertaken by Stephen Jenner, Author & Chief Examiner of Managing Benefits™, with selected local market partner, Global Project Performance.
Who is the Managing Benefits™ Maturity & Benchmarking Assessment designed for?
The Managing Benefits™ maturity assessment is designed for organizations that have made a serious commitment to improve the optimization of RoI from their projects and programme portfolio. Typically they will have completed the accredited training programme and have made some progress in implementing relevant practices, tools and techniques across the benefits management lifecycle.

Steve is author of, and Chief Examiner for, ‘Managing Benefits™’ (TSO, 2nd Edition 2014). He is also co-author of the OGC/Cabinet Office (now Axelos), ‘Management of Portfolios’ (he was also chief examiner for MoP® from 2011-2015); and ‘Business Skills’ lead assessor for APMG’s CESG Information Assurance accreditation scheme. In addition to ‘Management of Portfolios’ and ‘Managing Benefits’, he is the author of, ‘Realising Benefits from Government ICT investment – A fool’s errand?’ (2011, Academic publishing) and, ‘Transforming Government and Public Services – realizing benefits through Project Portfolio Management’ (2010, Gower). Steve is also one of the contributing authors of, ‘Project Portfolio Management – A View from the Management Trenches’ published by Wiley in October 2009 and sponsored by the PMI. Most recently he authored the benefits management chapter in, ‘The Effective Change Manager’s Handbook’ (KoganPage, 2014).
Steve has extensive management experience at senior level as a member of the UK Senior Civil Service from 1999 to 2011. During that period he also worked on secondment for the Queensland government (Treasury) in Australia in 2001-02. From mid 2006 to 2008 he was Director of Criminal Justice IT, one of the largest IT-enabled business change programs in Europe. He also headed the £2bn Criminal Justice System IT Portfolio from its establishment in 2005 to 2008. Steve led the team that designed, implemented and operated the CJS IT approach to Portfolio & Benefits Management that was recognised internationally (in reports to the OECD and European Commission and in a case study published by Gartner) and which won the 2007 Civil Service Financial Management Award. Subsequently he worked on the development of Project Portfolio and Benefits Management for the UK Cabinet Office as part of the Transformational Government and Service Transformation agendas, and led on benefits management research for the OGC PPM Standards Group. He was described by the UK Government CIO as the, “rottweiler of benefits management”.
Steve left the UK Civil Service in 2011 to provide independent portfolio and benefits management advice on major projects and programs and training in Portfolio and Benefits Management. He currently develops and delivers Masters level courses for the Graduate Business School at QUT, as well as delivering project management courses at a number of other business schools around the world. He is a regular speaker at international conferences, trainer and writer on the subjects of project portfolio and benefits management. He has presented to the OECD, European Commission and to conferences and training courses in Sydney, Canberra, Brisbane, Melbourne, Perth, Wellington, Chicago, Washington, Florida, Vancouver, Ottawa, Rome, Milan, Paris, Copenhagen, London and Tokyo.
Steve is a professionally qualified management accountant, fellow of the APM, with an MBA and Masters of Studies degree from Cambridge University.
How is the Maturity Assessment performed?
The assessment is tailored to each organization, but will typically be completed in a week. The process encompasses:
- Organizational self-assessment against the Managing Benefits™ ‘Health Check’ assessment;
- Independent assessment against the Managing Benefits™ ‘Health Check’ assessment – based on interviews with relevant staff and officials, and review of relevant processes and supporting documentation; and
- Sample survey (anonymized) of key stakeholders to validate the findings and provide a basis for comparison of relative performance against benchmark data from organizations around the world.
